A confederacy of ten ancient cities instituted in the first century B.C. All were located east of the Jordan River except Scythopolis. The others were (according to Pliny) Dion, Pella, Gadara, Hippos, Gerasa, Philadelphia, Damascus, Raphana, and Kanatha.
