Key Starr prosecution witness David Hale was convicted for issuing fraudulent loans through his SBA-subsidized lending service. Hale cooperated with the independent counsel, accepting payments from Arkansas Project operatives while cooperating with investigators providing the only testimony implicating Clinton in the Whitewater investigation -- stating under oath that the former Arkansas governor pressured him to make an illegal loan to the McDougals.
