Andreas Katsulas played everyone's favorite Narn on Babylon5 which was created by JMS. He's an excellent actor who also played the one armed man was in the movie The Fugitive.

He also played the semi-recurring character Tomalok, the cunning Romulan dude, on Star Trek: The Next Generation.
