Definition: "A voice and nothing more; a mere sound; hence, fine words without weight or meaning."

It's a quote from Plutarch. The quote is taken from the story on the man who plucked a nightingale and found little left; he concluded that there was a "voice/song and little else". It's more commonly used as an insult now, but originally, according to scholars just meant "only a song".
