Underneath the pavement is the beach is a situationist slogan / piece 0f graffitti from the May Events of Paris 1968.
It can be variously understood as:

A call to dig up the paving stones and throw them at the cops
A call to over throw the spectacle in favour of a society built on pleasure.
An expression of the belief in revolutionary possibility that underneath the pre-existing society is a world of infinite possibility. The biggest shock for me cam e however when somebody took up the pavement outside my house and as far as the eye could see was sand! - So underneath the pavement it really is the beach!
