Weirdly enough, this is a phrase denoting agreement with the last statement someone else made. The only condition is, the statement being agreed with must contain some kind of negative marker, such as the word "not".

Proper use:
Guy 1: "I do not like fuzzy worms!"
Guy 2: "Me neither."

Improper use:
Guy 1: "I dislike fuzzy worms!"
Guy 2: "Me neither."
Guy 1: "WTF is wrong with you? Go back to school, fool."
