According to Eric S. Raymond's paper The Cathedral and the Bazaar, a style of software development that is open to contributions by the entire Internet community. Contributions are coordinated by a small set of volunteers, although this style of development comes extremely close to a true meritocracy. Most bazaar-based development goes hand-in-hand with Open Source licenses.
