Windows 98 Device Error Code 11

I encountered this lovely number today when attempting to install a new NIC:

Device Status: Windows stopped responding while attempting to start this device, and therefore will never attempt to start this device again. If that's not Microsoft showing a sense of humor, I'm not sure what is....
