Team Rocket is the ever lovable villain organization from Pokemon. In the cartoon, two members are Jessi and James, & their talking Pokemon, Meowth. Their mantra is:

Prepare for trouble!
And make it double.
To protect the world from devastation.
To unite all peoples within our nation.
To denounce the evils of truth and love.
To extend our reach to the stars above.
Jessi!
James!
Team Rocket blasts off at the speed of light.
Surrender now, or prepare to fight!

Team Rocket is much cooler in the Pokémon game. Instead of having two bumbling idiots who never accomplish anything, Team Rocket in the game is an underground terrorist organization bent on taking over the world. They are also very good at it and actually know how to use their Pokémon.

It bears noting that the two characters are named for a popular outlaw, Jesse James (Self-evident to most people, but with some, you need to hit 'em over the nead with a mallet). Their names in Japan are different. James is Kojiro, Jessie is Musashi. They are named after legendary ronin. Meowth is named Nyarsu - In Japan, cats are said to say "nyan" or "nya" instead of "meow."

Also, late on in series one, we come across another set of team rocket characters, Butch and Cassidy. Another obvious pun.

It would seem that Jesse and James are the only comic relief team rocket people... Butch and Cassidy get to wear black, and are remotely competent at what they do...
