Primary Plot: Garibaldi is blamed by Major Lianna Kemmer, an official on the Earth Alliance President's security staff (and the daughter of one of Garibaldi's old friends), for sabotage prior to a visit by President Santiago.
Commentary: You might as well call this episode "The One Where Garibaldi Briefly Starts Drinking Again", because that's pretty much the main reason it's here. It does give a lot of information about his life prior to coming to B5, though, and it also establishes that there are factions back on Earth that are willing to assassinate Santiago in order to get him out of office.
