Quebec had a right to
Unilateral Secession under either
The Constitution of Canada or
International Law. The court's ruling was that under the constitution, Quebec must negotiate a constitutional amendment in order to leave
confederation. The court also ruled that international law was silent on the matter unless the people in question are oppressed, denied government representation, or a colony, in which cases they are granted a right to
self-determination.
