Pivotal Player

When finding the Shapley-ShubikPower Index, the Pivotal Player is the player who decides the outcome of a Sequential Coalition.

In the system:
[ 4: 3, 3, 3 ]

and the sequential coalition:
P1, P2, P3

The Pivotal Player is player 2. When player 1 votes for the motion, the for side has 3 votes. Once player 2 votes for the motion, the for side has 6 votes, and meets the quota of 4.

Because of this, we must permute the system to get sequential coalitions, and can't find all possible combinations. Order is important.
