In a theatrical production, it is the lighting designer whose job it is to decide what lights they will be using, which lights will be going where, where they will be pointing, what colour they will be, and any special effects that there might be. This job involves quite a lot of artistic ability, as well as both the knowledge of what lights are available and how to use them, and the ability to take what the director wants and convert it into a design.
On a smaller show, this role may be combined with both the chief electrician, and the lighting operator, and just have one lighting person running everything, but on larger shows, it is much more normal for the roles to be split up.
