This occurs when a certain autoregulatory adaption which controls the synthesis of thyroid hormones from plasma iodine is not present. The defect is an inability to inhibit organifcation (one of the biochemical rections needed to produce thyroid hormones). If large amounts of iodine are ingested then production of thyroid hormones increases, because organification cannot be inhibited, and the result is hyperthyroidism.
