Bureacracies are organized like septic tanks - the really big chunks float to the top.

Professor John Imhoff was head of the Department of Industrial Engineering at Arkansas University - the law was attributed to Imhoff in Malice in Blunderland (1973) by Thomas Martin.

And it's just so true.
