William Heath Robinson (1872 - 1944) was an artist who drew ridiculously complex devices to accomplish simple tasks.

He also did more serious art and designed stage scenery, but he's famous for the silly stuff... Now any fantasticaly complicated device is called a Heath Robinson Device.

You might also want to look at the more commonly used Rube Goldberg machine.
