Dragons of Earth - the antagonists of X/1999, they fight for the belief that for the Earth to be saved from destruction all humans must die.

Leader:

Kanoe - sister of Hinoto, she can see into her sister's dreams of the future.

Members:

Nataku - a creation of science, it is neither male or female for it has no genitals. It is more of an angelic body. It sports a long scarf that it can harden the scarf's toughness. Imprinted upon it's head are 3 petals.
Seishiro Sakurazuka - Sakurazukamori, leader of the Sakurazuka Clan. He is a deadly assassin that uses Shinto magic to kill. A cold man, he is normally dressed in a black business suit and wears sunglasses to hide the fact that he no longer has his right eye was gouged out. A character that was continued from CLAMP's manga Tokyo Babylon.
Kusanagi Shiyu - A man who uses his ki, soul energy, as an attack. He also works for the JSDN, the Japanese Special Defense Force.
Satsuki Yatouji - Often referred to as "the lover of the Beast." The Beast is an AI that has taken a likening to Satsuki. Satsuki has a very high ability of controlling machines and computers, and beyond their normal capacity, for they would do anything for her. A high school girl, age 16, who has been emotionless to the world.
Yuto Kigai - The main follower of Kanoe, he has a whip-like weapon that he uses with great grace. Also, it is later revealed that he has abilities to control weather.
Kakyou Kuzuki - A dreamgazer like Hinoto, a person who sees the future through their dreams. He will be in a coma until the Promised Day comes.
