This is a cartridge copier for the Atari 2600.
Basically, the copier was a double-ended apparatus in which you would insert the copy cart in one end and the source cart in the other. Press a button, and the code is copied to the copy cart. The cartridge could be erased and reused. This item is very difficult to find. It originally came bundled with a copy of Dishaster.
This game is valued at around $200 USD. Games with boxes and manuals are worth more.
