Reasonably close. Perhaps not good enough to bear scrutiny in the private sector, but close enough.

This one's actually not too true in the construction industry. (my little experience is in road construction) Government jobs often have much more difficult qualification and certification requirements than construction work in the private sector. This is probably due to the fact that private groups are much more able to reason rationally ;-)
